Flummery?

For those of you who play Flannery 11-15 HCP, a question:

How “light” does the ACBL allow a Flannery opening to be?

HBJ : Not that I play flannery but opening vulnerable with just two aces and without intermediates of any note in the two major suits could be asking for trouble. Green against red I would have more confidence with the first hand.
Personally, I believe if the system on the card is 11-15 then by bidding light you will be deviating slightly and upsetting partner greatly. Partnership harmony ( the building block for best behaviour at bridge ) needs to be preserved by bidding to the system and having one’s trust reciprocated.

Perhaps I didn’t put the question clearly, as the intent was not to find out if Flannery was a convention worth playing, or if partner would be upset by its misuse. The intent was to find out whether and what deviations from the 11-15 HCP range listed on the convention card would constitute a violation of the ACBL rule against psyching artificial opening bids. Apologies for any confusion.

Interesting question.
I play Flannery with some partners and I like to conform to our 11-15 HCP partnership agreement but your examples contain special features 1) two A-s and 2) all the Honors in your two longest suits.
Hand evaluation would come into play. A-s count more than 4, specially supported A-s as in examples 1 and 2. Do you play Flannery in all 4 seats? It is generally accepted 3rd hands are weaker does this apply to Flannery? These are good factors to discuss with your partner.

Playing Flannery without such discussion, I would always open hand 1 in all seats.
I would open 2H in 3rd seat not vul vs vul because I want a heart lead and I don’t mind a spade bid by opponents. Although there is some value in bidding 2D to show 2 suits, 2H is raises the bidding another level for the opponents and keeps your spade holding a secret.
Hand 3 I would never open in any seat.

According to the GCC, 2 suiters 5+/4+ with known suits at the 2 level, must show 10+ hcp.

The Rule of 20 would allow a previous pleayr to open. The Rule of 15 is specifically for use by the fourth pleayr when it has become clear that the points are evenly distributed between pleayrs. The Rule of 20 allows an opening bid of 1 of any suit. The Rule of 15 helps the last pleayr decide if an opening bid of 1 spade is appropriate, to prevent over calling at the one level by the opposing partnership.
